Resource Action in Disabled Mode

Many times the actions need to be performed are the record is in some state. It's not always a good user experience to completely remove the option in "onlyrow" several customers have asked me to be able to see it disabled so that they know that it can only be enabled after changing the state of the record.

For example, the order creation option can only be sent if the reorder is in "completed" status.

A "disabledwhen" function would be needed to get something like this. of course it doesn't have to be clickable
