latest hugo version builds fails on netlify

the latest hugo build fails on netlify

there is related issues on hugo and minikube

• Netilfy builds broken since v0.148.2:`GLIBC_2.34' not found (required by hugo) gohugoio/hugo#14103
• bumping hugo verison fails netlify website minikube#21715

I'm not sure that's a bug, as such.

More that we define a version of Hugo to use, and it's not the latest Hugo release.
Help with the relevant blocking issue is welcome!

bumping the build image for netlify fixed our problem I recommend all sigs websites be bumped to newer ubuntu so they can be bumped to the latest hugo (that requires a higher version of glibc)
