Move configuration overview to evergreen blog

What would you like to be added
Move https://kubernetes.io/docs/concepts/configuration/overview/ to become an evergreen blog article.

Why is this needed
https://kubernetes.io/docs/concepts/configuration/overview/ is not really an overview of configuring Kubernetes. However, it's kind of useful.

Rather than just remove it, I suggest we get someone to blog about this topic, incorporating the ideas from the current page. Then we turn the article evergreen and set https://kubernetes.io/docs/concepts/configuration/overview/ to redirect to the blog article.

I checked out the doc and you're right. It feels more like set of best practices than concept overview. Turning it into a blog post makes a lot more sense.
I'd like to work on this. should i go ahead and draft a blog?
