[NFC][SYCL] Remove unnecessary functions (#2664)

Remove emitWithoutAnonNamespaces function since it's functionality is
covered by setting SuppressUnwrittenScope property of printing policy.
Remove emitCPPTypeString function because it only called
emitWithoutAnonNamespaces function and created printing policy which
is now created once for almost all use cases.
