PS-8560: Allow to build RocksDB for selected CPU architecture

1. Introduce `ROCKSDB_BUILD_ARCH` parameter to select MyRocks build architecture with `-march=${ROCKSDB_BUILD_ARCH}`.
2. Remove adding instruction set flags e.g. `-msse4.2` to individual files.
