Improve ResultsHandler (#430)

Allow `ResultsHandler` to compute discovery fluxes for arbitrary values of significance (typically, 3 and 5 sigma).

In addition, `ResultsHandler` no longer requires a "scale" keyword in the input dictionary (previously, it was required but unused).
