Update server for powershell & fish existing terminal & many fixes

Most notably this fixes Chrome v99+ on Android rooted devices, which
previously were broken due to recent certificate transparency changes.

This also fixes a variety of small Docker issues, reduces Chrome noise
when intercepting, and updates Mockttp to the final v2 release, ready to
migrate to v3 shortly.
