RTS/DTR control in official Arduino build

I've noticed there is modified Arduino IDE version which does not set RTS and DTR lines in Serial Monitor to avoid resetting ESP. One can build that version himself (#22 (comment)), but is that commit included in the latest official Arduino IDE build (1.6.12 at the time of writing)?

Ah, I see that pull request (arduino/Arduino#4102) is still open :-(
