Exclude blocked issues and PRs from the stale bot

only excludes accepted issues or PRs.
We currently get many stale messages for blocked PRs for ESLint v10 (e.g. eslint/js#699).
I think the blocked label should be added to the exclusion list for both issues and PRs.
The the label suggests we have to wait for something external (e.g. node update or the next major version) and there is no further discussion needed until the blocker is resolved.
Another possibility would be to extend the time for the blocked issues / PRs but I could not find an option for this.

I think this approach makes sense and seems reasonable 👍

As mentioned on #36, I'd prefer to leave the existing behavior so we're reminded to check blocked issues/PRs periodically.

Unfortunately we cannot configure the bot to have different timeouts but
but we could duplicate the stale bot configuration:

• One which ignores allowed and blocked (current)
• The second one uses only-labels with blocked but with a higher time for PRs (e.g. 30 days instead of the current 10 days)

I don't think it's necessary to have a different timeout. We need to keep on top of blocked issues just like any others.
