Consider using SolutionPersistence library for parsing .sln files by default

#11538 made using the https://github.com/microsoft/vs-solutionpersistence for parsing .sln opt-in to fix a regression faster than waiting for update in the library.
This is a tracking issue for enabling it by default to separate the concerns properly.

Also consider changewaving to phase out MSBuild's parser.
