Add C# 11 errors for `file` scoped types

Description

Add documentation for the following errors and warnings related to file scoped types (added in C# 11):

CS9051, CS9052, CS9053, CS9054, CS9056, CS9068, CS9069, CS9071

Note that file is officially not considered an access modifier, so don't combine will all errors and warnings related to access modifiers.
