User Record Structure

user.name
- debug -- all values below here are booleans (obviously)
  - flow_control
  - message_posting
  - message_scan
  - instant_messaging
  - navigation
  - file_io -- NOTE: This also currently contains the per-user records, as it's a cluster-effbomb in there
  - misc
- info -- text blob of up to 5 lines in order to allow the user to set their profile information
