Change text and identifier referencing SWAG snippets to "packets"

SWAG terminology for "snippets" is "packets". So all references to "snippets" in the context of SWAG packages have been renamed. This includes identifiers, dialogue box text, and comments.

Any text referencing "snippets" in the context of CodeSnip snippets has been left unchanged.

No XML tag names have been changed as yet: those names are still valid in pre-release copies of the SWAG database, though that will change.
