wifi: rtw89: 885xbx: apply common settings to 8851B, 8852B and 8852BT

Have not included the other new references for 8852BT, as it would need
other commits with other new features.

    wifi: rtw89: 885xbx: apply common settings to 8851B, 8852B and 8852BT

    Many common settings can share to 8851B, 8852B and 8852BT, so add an inline
    function rtw89_is_rtl885xb() to be concise. Meanwhile review and align
    settings for existing chips.
