redhat/configs: enable CONFIG_TCG_SVSM

Upstream Status: RHEL only

The driver for the vTPM emulated by SVSM is needed for Confidential VMs.
It's currently only supported by AMD SEV-SNP, which is why it's x86
specific, since it depends on CONFIG_AMD_MEM_ENCRYPT.
