Unable to view revisions in draft mode

Describe the bug

The "live_link" button on top of the Iframe is hidden for revisions.
I think it might have something to do with the deprecated preview feature.

Expected behavior

While using the draft mode it's very nice to be able to view your revision. Especially if it's a concept page. Then you can see the page in it's full size instead of just on the Iframe.

Steps to reproduce:

1. Setup Draft mode
2. Enable content_moderation module
3. Create a node
4. Create a concept of that node (a working-copy)
5. See that there is no live_link button to the working-copy
