[C2] Terms and Conditions : student can access the edit page with all the Terms and Conditions

On master on the 02/06/2025 when activating the Terms and Conditions the user is redirected to the page resources/terms-conditions/view but changing the view by edit to go to the page resources/terms-conditions/edit a student can then see the editing page and can change the Terms and Conditions. Only admin should be able to edit the Terms and Conditons
