How can I make course content available for download once a student has completed it?

If you do that through a learning path, you can ensure (through prerequisites) the student as gone through all other steps of the learning path before showing a final document with a link for a package download... (although that link could be copied between students). There isn't really a flexible way of sending a particular file at the end of the course.
