v0.11.0 - full flatbuffers transition, resource storage backends

Added:
- Significant runtime memory improvements
- `ResourceStorageBackend` trait for customized resource storage needs
  like sharing between engines, different in-memory formats,
  logging/metric collection, etc.

Changed:
- DAT format version bumped to v2
- The `regex-debug-info` flag has been renamed to `debug-info`

Removed:
- `Engine::add_resource`; recommended to pass in the full set of
  required resources every time but you may implement
  `ResourceStorageBackend` if this is required
