net: shaper: implement introspection support

    net: shaper: implement introspection support
    
    The netlink op is a simple wrapper around the device callback.
    
    Extend the existing fetch_dev() helper adding an attribute argument
    for the requested device. Reuse such helper in the newly implemented
    operation.
