This adds three missing reference documentation files from the official Bazel repository that were either causing broken links or provide valuable quick reference content:
test-encyclopedia.mdx - Fixes 27 broken links across versioned docs (versions 6.5.0-8.4.2). This comprehensive specification of the test execution environment was referenced in intro.mdx, codebase.mdx, and glossary.mdx but was missing from the reference directory.
skyframe.png - Fixes broken image link in reference/skyframe.mdx. The image shows the SkyFunction implementation relationships graph and has been uploaded to S3.
flag-cheatsheet.mdx - New upstream content providing a quick reference guide for the most crucial Bazel command line flags, organized by category (general options, debugging, testing, remote execution, etc.).
All content has been converted from the official Bazel repository's .md format to Mintlify .mdx format with appropriate Mintlify components (Tip, Note, Warning callouts). Navigation has been updated in docs.json to include the new reference pages.
