[Documentation:System] SQLAlchemy (#692)

When running `INSTALL_SUBMITTY.sh`, we run the database migration before
updating the python packages. This causes the script to always fail,
hence why we need to install the python packages before we run
`INSTALL_SUBMITTY.sh`
