gccrs: fix cfg attribute without parentheses error

gcc/rust/ChangeLog:

	* ast/rust-ast.cc (Attribute::check_cfg_predicate): Make error when attribute has no input.

gcc/testsuite/ChangeLog:

	* rust/compile/issue-4262.rs: New test.
