Fix XML formatting and remove unused namespace

- Remove unused `tools` namespace from `activity_shortcuts_navigation_and_searching.xml`.
- Add `tools` namespace to `strings.xml` for Russian and Traditional Chinese to address lint warnings.
- Format `fragment_spring_interpolator.xml` for consistency.
