fix: add lint ignore comments for necessary any types

- Add biome-ignore comments for node-fetch-cache type limitations
- Add biome-ignore comments for test mocks requiring any types
- Add biome-ignore comments for dynamic configuration building
- Resolve all linting errors to pass CI checks
