Merge #1827

1827: CompatHelper: bump compat for ArrayInterface to 4, (keep existing compat) r=DhairyaLGandhi a=github-actions[bot]

This pull request changes the compat entry for the `ArrayInterface` package from `3.1` to `3.1, 4`.
This keeps the compat entries for earlier versions.
