Add Shipway and Hill 2012 kinematic driver tests to ClimaAtmos

Add the original Shipway and Hill 2012 single column prescribed flow simulation to Atmos model:

• overwrite necessary fields in dss
• prescribe correct time varying flux of q_tot
• add to CI pipeline + plotting
• compare 1M results with KinematicDriver.jl
• add description to Atmos documentation #4101

Possible follow-up tasks:

• expand the test to colder and higher velocity conditions
• identify leading microphysics processes
• create a simple EKI calibration example
