Update documentation with new namespace

Quickstart and other docs refer to Azure.ApiManagement.PolicyToolkit.Authoring namespace, but this has changed to Microsoft.Azure.ApiManagement.PolicyToolkit.Authoring on main branch.

Hello @drjonnicholson ! Thank you for your issue. I really appreciate that.

Same as #178. Documentation is in parts outdated. I will be working on updating the documentation in next couple of weeks.
I love the suggestion, and I will add the documentation for component list.
