Local boosts of comments will be added to the post

Quick summary

Now that the blog-actors announces of locally made comments are also processed locally, they show up falsely.

Instead of ignoring these announces/boosts (because we do not yet support reactions on comments), they will be added to post instead.

Steps to reproduce

1. Create a local post
2. Write some comments
3. check the incoming announces (inbox), your mails and the comments section of the blog-post
