Ruleset: Remove extraneous incorrect rule

Looks like 05a2f91#diff-0668f43b46ab1d5d149e12c1529486b8R107 changed the order of the fopen and fclose, and somewhow this incorrect rule (there is no violation called `WordPress.WP.AlternativeFunctions.file_system_read`) got left behind.
