Register a dynamic launch config provider to make Ada appear top-level

Registering a dynamic launch configuration provider makes Ada appear at
the top-level of the debug menu alongside other debug providers like
Python and Node.JS. This make the Ada extension provide equivalent
behavior to other languages in this context.
